When to use it

Use WIND_TURBINE_LINK when a wind turbine or small farm is curtailed by a microgrid or grid-constraint dispatch signal, the orchestrator needs an honest figure for the power the wind could have made, and the high-wind shutdown and restart must not cycle the machine at the cut-out speed.
