When to use it

Use UPS_MONITOR when a static UPS module (or module bus) reports mode, input/output power, battery state of charge and predicted runtime over SNMP or Modbus, and the site needs those raw values turned into a mode, a load figure it can plan redundancy on, and alarms it can act on.
