Differential measurement across a breaker — delta-V, slip and phase angle — with a three-term close permissive and a separate dead-bus case.

When to use it

Use SYNC_MEAS when a generator or incoming supply is to be paralleled onto a live bus through a breaker, and the closing device needs the differential measurement plus a permissive that is only true when the voltage, slip and phase-angle windows all hold at once.
