Dispatch-response monitor: times each setpoint step to the tolerance band, holds tracking through a wider exit band, and separates a slow asset from one whose readback has frozen out of band.

When to use it

Use SETPOINT_RESPONSE_MON when an orchestrator dispatches setpoints to assets through OEM adapters and needs evidence that each asset actually followed — the response time, whether it is tracking now, and whether an unchanging measurement means a stable asset or a dead link.
