IEEE 1547 return-to-service supervision: withholds the reconnect permissive until voltage and frequency have held the window for the full stabilization period.

When to use it

Use RECONNECT_SUPERVISOR when a DER or microgrid has ceased to energize and must not return until the area EPS has been demonstrably stable for the period in its interconnection agreement — typically five minutes.
