When to use it

Use PREHEAT_CTRL when a standby generator set has a jacket-water block heater that must keep the engine warm enough to accept load on the first start — the NFPA 110 / ISO 8528 warm-start requirement — and the failure of that heater must be discovered before the outage, not during it.
