When to use it

Use POWER_QUALITY_MON when a power analyser on an incomer or a UPS input reports RMS voltage in per-unit, total harmonic distortion and crest factor, and the site needs sag and swell events counted the way IEEE 1159 defines them rather than every sample that crossed a threshold.
