When to use it

Use FUEL_CELL_LINK when a fuel-cell power module is dispatched by a microgrid controller and the dispatch must respect what makes a stack different from an engine — a ramp measured in single-digit percent per minute, a minimum current density, a warm-up period, and a hydrogen supply that sets the real capability.
