DEAD_BUS_CLOSE
Dead-bus closing permissive with a broadcast claim and single-closer arbitration interlock.
When to use it
Use DEAD_BUS_CLOSE when the first generator onto a de-energised bus must close without synchronising, and several sets could each be first — so exactly one of them may claim the dead bus and the rest must be held off.
